The Electronic Lien and Title (ELT) program is a paperless method by which the Office of Motor Vehicles (OMV), public tag agents (PTAs), and lien holders can exchange vehicle and title information for vehicles.  An electronic title is a title that exists on in electronic form.  Recording a lien by this method will not generate a paper title.
